I got a 2-3 result at 16dpo, when the day before at 15dpo it was still 1-2. Then I got a 3+ at 21dpo. I also had higher than average hcg levels so it may take longer to show up for some women. And yes, it's an estimate and not an exact science. You could have a high enough blood hcg level to trip the 2-3 result but if your urine is diluted some it won't show up.

The tests calculate from your hcg levels, and at 14dpo you are 'technically' between 1-2 weeks pregnant depending on implantation. The doctors calculate from the date of your last period, meaning they add another 2 weeks on (the two weeks before ovulation where you're not actually pregnant).
I got 1-2 weeks at 14dpo too, and I'm now 10 weeks and 1 day, so I wouldn't worry that your test didn't say 2-3 weeks. Congratulations :) x

I wouldn't be worried. Those tests are a weeks ESTIMATOR. It's not an exact science and since we all have different HCG production it will vary for everyone. Congrats on your BFP!!
