Via American Pregnancy org. 4 weeks can have as low as 5. http://americanpregnancy.org/while-pregnant/hcg-levels/
The levels not matter as much as how much they change. If not increase from 5 it is possibly not pregnant. good Luck.

Hi... I just posted a question about this also. Your #s seem great!! That's about what mine were for a singleton at 4wks... had mine done at 4wks 1day and they were 2200!! 2 days later 5700... seems awfully high for only 4 wks?? Congrats by the way!!

Hi dear,
Congratulations! It is completely normal to be worried about your HCG levels. But i assure you it is nothing to be worried about, as you will soon know how! According to the statistics on an average women, it is said that the HCG levels are highest during the 2bd and 3rd months. You don't have to worry, your level are perfectly alright!

That is perfectly a good level range for 4 weeks 75 would be the lowest level for hcg at 4 weeks. Congrats!
