low HCG level- slow climb? Help!

My last period was Jan 13, I ovulated (ovulation test-my doctor thinks they were false positives) on Feb 1st and 2nd. Very faint positive on two different at home pregnancy tests on Feb 18th. HCG- 20 on Feb 19th then redone today Feb 21 HCG-25. I have had one birth and 1 ectopic (methotrexate x2) and 1 ectopic (miscarriage). My OBGYN said he isn't happy with the climb of the numbers and wants to continue to monitor. The two nurses I spoke with were less than helpful with information! I keep reading all over the internet that you can have low HCG levels and sometimes do not multiple until 72 hours instead of 48. Can anyone tell me is this true, should I be worried? Is this normal to have such low numbers?
