There are not a lot of studies done to come up with a definite answer but all the pamphlets and all the doctors/midwives in my doc's office say it's fine but to make sure that you are in a well ventilated area. I actually have a pamphlet here that says there is more chemicals that seep into your skin from nail polish than from hair dyes (since you are not supposed to get the dye on your scalp).

Dyeing your hair is one of those things that they say is "probably" safe. Because of course they're not going to run a study and force pregnant women to dye their hair and see if their babies are fine! Basically, they don't know for sure, and they think it's safe. I personally choose not to dye my hair while pregnant - because I am paranoid and overly cautious. Lots of pregnant women dye their hair without a problem! So down the line, it's really your decision.
