The fact he has dropped might be your answer, but otherwise im not sure how relevent fundal height is to baby growth. This time round im measuring 'big' but so far both my babies are on exactly the same growth pattern even though my uterus is bigger x

my measurements went up and down with my first, sometimes I was measuring 2 weeks less sometimes 2 weeks over, it was weird, but I was never told it was a bad thing, Im sure its fine and nothing to worry about.

It could be the difference in doctor measuring or, i have read that fundus height peaks around 38w. Does your bump feel like it may have dropped?

It was a different doctor because mine was out of the office. He seemed kinda surprise but didn't say anything else to me about it he just left ig bc he was running late from having to do a c- section just before he saw me so idk whether to be concerned or not

Could be low amniotic fluid. I am 36 weeks measuring 41, I have too much amniotic fluid. I get ultrasounds every week now to check fluid levels. Was she concerned? Did he book an ultrasound for you? My doctor said if I was consistently measuring too big or too small they would send me for an ultrasound....which they did.
