I would still bring it up since it is a concern. It could be since the surgeries were prior to the birth, they don't think it'll be an issue.
However, you are worried about it and there is no need to keep quiet. Talk to your doctor about it. If a cerclage is needed I think it is done between 15-18 weeks, so you are right in the time frame. I'd give them a call and insist on an internal exam. GL!

Before but I noticed with fertility monitoring after birth that it was never really closed. But it has gotten more open the further into the pregnancy I get this time.

I would discuss your concerns with them. I had a cervix surgery many years ago and with my first pregnancy, my doctor had internal ultrasounds done every few weeks to make sure the cervix was competent. Since I've now carried a baby full term, this time those ultrasounds aren't necessary but she checked it at both appointments. My doctor definitely monitored my cervix closely the first time around.
Were the surgeries before or after the birth? Definitely bring it up. GL!
