With my first, I packed my bag at 37 weeks, with my second, I packed them the day I went in to be induced. I just wrote a list of everything I wanted to take with me so I didn't forget anything.
As far as what to take for your oldest, I would pack enough clothes to last him at least 3 days, with a spare change of clothing. Some toys and snacks if he is going to stay at the hospital waiting on little sibling to arrive. The nurses at the hospital I delivered my second at were amazing and brought my oldest snacks and drinks throughout the day, and played with him.

I packed a couple things around 35-36w but finished packing while I was in labor right before we went to the hospital. All I did ahead of time was clothing and my journal. Plan to do it exactly the same this time around with baby #2 lol except I'll probably bring some snacks and bottles of water.
